Ninh Binh’s Vision to Become a Centrally Governed City: Driving for Business and Industrial Development

The year 2026 marks an important turning point for Ninh Binh Province as it advances its strategy to become a centrally governed city by 2030. This objective is not merely an administrative milestone but also a long-term development vision aimed at establishing a new economic, industrial and service hub in northern Vietnam.

According to Resolution No. 05-NQ/TU issued by the Ninh Binh Provincial Party Committee, the goal of transforming the province into a centrally governed city before 2030 has been identified as a strategic mission. The province is expected to develop under the model of a “Millennial Heritage City”, harmoniously combining the preservation of cultural and historical values with modern economic growth.

Following the recent expansion of administrative boundaries, the newly established Ninh Binh Province now has a population of over 4.4 million people and 129 commune-level administrative units, making it one of the key development centers in the Red River Delta. Local authorities have designated 2026 as a pivotal year for implementing infrastructure investments, urban development programs and initiatives to enhance regional competitiveness.

Looking ahead to 2030, Ninh Binh will prioritize the comprehensive development of transportation networks, logistics systems, industrial parks and digital infrastructure. Meanwhile, the province aims to establish nationally and internationally significant functional zones, strengthening connectivity between the Red River Delta and the North Central region of Vietnam.
